How Meta charges for WhatsApp
Meta charges per delivered message, by message category and by the country code of the person receiving it. A message to a +27 number is charged the South African rate, wherever your business is (the one exception is authentication-international, below). Meta does not charge for messages that fail to deliver, and it does not charge for messages customers send to you.
Every message falls into one category:
- Marketing: a template for promotions, offers, launches and win-back messages. Can be sent at any time to people who opted in.
- Utility: a template about something the customer already started, such as an order update, booking reminder or payment confirmation.
- Authentication: a template carrying a one-time password or login code.
- Service: any free-form reply inside the 24-hour customer service window that opens when a customer messages you. Replies written by your team or by an AI system you run both count as service.
Meta's older "conversation" pricing ended on 1 July 2025. If a page still quotes a price per 24-hour conversation, it's out of date.

What changed on 1 October 2026
- Service replies are charged again. They were free from November 2024. Now each number gets 1,000 free a month, and Meta charges from the 1,001st. Unused free messages don't roll over.
- Utility templates sent inside an open service window are charged at the normal utility rate. They had been free since July 2025.
- South African utility and authentication rates went up. Meta's change table lists "October 1, 2026 | South Africa | Utility, Authentication | Increase".
- No card on file means no service messages after the free 1,000. Meta delivers the free tier, then stops delivering service messages until a payment method is added.

Rand calculator
Enter the messages you expect to send in a month. The calculator applies Meta's South African list rates, the free service tier and the volume tiers, then converts to rand at the exchange rate you set. It covers Meta's bill only. For Euphony's monthly plan, use the plan calculator on our pricing page.
Want to know whether it pays for itself? The WhatsApp ROI calculator compares these costs with the time and revenue a WhatsApp setup can save or bring in.
Worked examples: Meta's fees
Three typical South African setups, at Meta's list rates and R18.00 to the dollar. The volumes are examples, not client data. For totals that include our build and monthly plan, see the full-cost examples on Euphony pricing.
A clinic sending appointment reminders example
One number. 600 reminders a month (utility) and 1,500 service replies to patients who rebook or ask questions.
- Utility: 600 × $0.0095 = $5.70
- Service: 1,500 − 1,000 free = 500 × $0.0095 = $4.75
- Total: $10.45 a month, about R188
See how we build appointment reminders.
An online shop with a monthly campaign example
One number. One broadcast of 2,000 marketing messages, 3,000 order and delivery updates (utility), and 4,000 service replies.
- Marketing: 2,000 × $0.0379 = $75.80
- Utility: 3,000 × $0.0095 = $28.50
- Service: 4,000 − 1,000 free = 3,000 × $0.0095 = $28.50
- Total: $132.80 a month, about R2,390
Marketing is 57% of this bill from 22% of the messages. Sending marketing only to people likely to act on it is the biggest lever on cost. See marketing campaigns and delivery updates.
A lender sending OTPs and statements example
Two numbers. 150,000 utility messages, 400,000 authentication messages and 20,000 service replies a month. This is where volume tiers start to count.
- Utility: first 100,000 × $0.0095 = $950, next 50,000 × $0.009 = $450. $1,400
- Authentication: first 300,000 × $0.0095 = $2,850, next 100,000 × $0.009 = $900. $3,750
- Service: 20,000 − 2,000 free = 18,000 × $0.0095 = $171
- Total: $5,321 a month, about R95,778
See OTP and verification over WhatsApp.
Volume tiers for utility and authentication
Utility and authentication messages get cheaper at high volume. Marketing and service do not. Tiers are counted per calendar month across your whole business portfolio, and only charged messages count. Each tier's rate applies only to the messages inside that tier, so your first 100,000 utility messages are always at the list rate.
| Utility messages a month | Rate (USD) |
|---|---|
| 0 to 100,000 | $0.0095 |
| 100,001 to 1,000,000 | $0.009 |
| 1,000,001 to 4,500,000 | $0.0086 |
| 4,500,001 to 40,000,000 | $0.0081 |
| 40,000,001 to 80,000,000 | $0.0076 |
| 80,000,001 and up | $0.0071 |
| Authentication messages a month | Rate (USD) |
|---|---|
| 0 to 300,000 | $0.0095 |
| 300,001 to 2,000,000 | $0.009 |
| 2,000,001 to 10,000,000 | $0.0086 |
| 10,000,001 to 20,000,000 | $0.0081 |
| 20,000,001 to 40,000,000 | $0.0076 |
| 40,000,001 and up | $0.0071 |

When WhatsApp messages are free
- Everything customers send you. Inbound messages are never charged.
- The first 1,000 service messages per number each month.
- Conversations that start from a Click-to-WhatsApp ad. When someone taps your ad and messages you from WhatsApp on an Android or iOS phone (not WhatsApp desktop or web), and you reply within the 24-hour customer service window, that reply is free and opens a free window of at least 72 hours (Meta's developer docs currently say up to 7 days) in which marketing, utility, authentication and service messages are not charged. Meta Business Agent messages are still charged. More in the free messaging window explained.
- Eligible government and non-profit organisations. Meta keeps service messages free beyond the free tier for them until 31 December 2027.

Paying in rand, and the VAT question
Meta does not bill in rand. It supports 16 billing currencies for the WhatsApp Business Platform and ZAR is not one of them, so most South African businesses pay in US dollars by card. The currency is chosen when the account is set up. Your rand cost moves with the exchange rate, and your bank may add its own foreign-currency fee, so check with your bank.
On VAT, we'd rather be straight with you. Meta's WhatsApp Business FAQ says applicable VAT or other taxes are included on the invoice. We have not found a Meta page that says how South African VAT is applied to WhatsApp charges. The calculator lets you add 15% so you can plan for it. Check your first Meta invoice, or ask your accountant whether you can claim it back.
If a provider advertises "ZAR billing", that usually means they collect Meta's fees from you and re-invoice them, or bill their own subscription in rand. It is worth asking which.

What other providers add to Meta's rates
Many providers collect Meta's fees themselves and add something on top. Here is what they publish. We only list figures a provider states on its own pages, with the date we read them.
| Provider | Published charge on top of Meta's fees | Who collects Meta's fees |
|---|---|---|
| Euphony | Nothing added to Meta's fees Monthly plans include a conversation allowance; R2.50 per extra conversation | Meta bills your card directly |
| Twilio | +US$0.005 per message, inbound or outbound; US$0.001 per failed message twilio.com, "Pricing current as of September 2026" | Twilio, on its invoice |
| Gupshup | +US$0.001 per message, incoming and outgoing; 6% on marketing not sent through MM Lite, from 1 January 2026 gupshup.ai, changelog; the pricing page shows "NA" for the 6% | Gupshup, from a prepaid wallet |
| 360dialog | 7% surcharge on marketing sent through the standard endpoint instead of the Marketing Messages API (360dialog does not say who keeps it); 4% processing fee on balance top-ups pricing, invoices | 360dialog, from a prepaid balance |
| Turn.io | 5% administrative processing fee turn.io | Turn.io, from prepaid credits |
| Wati | Charges messages from its own rate card, not Meta's. Its rate card dated 1 October 2026 lists for South Africa: marketing US$0.0606, utility US$0.0171, authentication US$0.0171, service US$0.0114 support.wati.io ("Charged based on WATI rate card"); Wati rate card file; wati.io/pricing | Wati, from a credit balance |
All read on 26 October 2026. Providers change their prices; check their pages before you decide. Platform subscription fees are not included here.
On Twilio, for example, a utility message to a South African number costs Meta's US$0.0095 plus Twilio's US$0.005, so US$0.0145 in total. Moving from either provider doesn't mean losing your number: see switching from Twilio and switching from Wati. For a wider view, read WhatsApp API providers in South Africa compared.
When Meta's prices can change
Meta only changes pricing on the first day of a quarter: 1 January, 1 April, 1 July or 1 October, with at least a month's notice for a rate-card change. The next date South African rates could move is 1 January 2027. We check this page against Meta's rate card every quarter.

Questions about WhatsApp pricing
Is the WhatsApp Business API free?

How much does the WhatsApp Business API cost in South Africa?
From 1 October 2026, Meta charges US$0.0379 per delivered marketing message to a South African number, and US$0.0095 per utility, authentication or service message. Service messages are free for the first 1,000 per number per month. Utility and authentication get cheaper at high monthly volumes.
Do replies to customers cost money now?
Yes, since 1 October 2026. Each business phone number gets 1,000 free service messages a month. From the 1,001st, Meta charges US$0.0095 per delivered service message to a South African number.
Can I pay Meta for WhatsApp in rand?
No. Meta bills the WhatsApp Business Platform in 16 currencies and the rand is not one of them. South African businesses usually pay in US dollars by card.
Is VAT added to Meta's WhatsApp invoice?
Meta's WhatsApp Business FAQ says applicable VAT or other taxes are included on the invoice. We have not found a Meta page that confirms how South African VAT is applied to WhatsApp charges, so check your first invoice or ask your accountant.
When can Meta change its WhatsApp prices?
Meta only changes pricing on the first day of a quarter: 1 January, 1 April, 1 July or 1 October, with at least a month's notice for a rate-card change. The next date South African rates could move is 1 January 2027.
Does Euphony add anything to Meta's message fees?
No. Codeswop, the company behind Euphony, is a Meta Tech Provider. You add your own card to your WhatsApp account and Meta bills you directly, at Meta's rates. We charge separately for planning, building and running your setup, with monthly plans from R4,950 ex VAT: see Euphony pricing. Why the billing model matters is explained in BSP vs Tech Provider vs Solution Partner.
