WhatsApp messaging limits: getting from 250 to unlimited

What the tiers mean, how to move up them, and why quality rating and business verification decide how fast you get there.

Last updated 26 October 2026

A WhatsApp messaging limit is the number of unique customers you can message outside a customer service window in any 24 hours. New business portfolios start at 250. Verifying your business with Meta is the usual way to reach 2,000, and after that Meta raises the limit automatically to 10,000, 100,000 and then unlimited, as long as your message quality stays high and you use at least half your limit in a 7-day period.

What the limit actually counts

Meta defines messaging limits as "the maximum number of unique WhatsApp user phone numbers your business can deliver messages to, outside of a customer service window, within a moving 24-hour period." Three parts of that sentence matter:

  • Unique people, not messages. Sending one customer three reminders in a day uses one slot, not three.
  • Outside a customer service window. When a customer messages you, a 24-hour window opens and resets each time they message again. Replies inside that window don't count. The limit only bites when you start the conversation, which on WhatsApp means sending an approved template: a booking reminder, a delivery update, an invoice, a campaign.
  • A moving 24 hours. It isn't a calendar day that resets at midnight. It's any rolling 24-hour stretch.

The limit is set for your whole business portfolio, not per number. Meta says it is "shared by all business phone numbers within a portfolio," so one busy number can use up the allowance for every other number you run. Under Meta's account model from 23 September 2026, the limit is also shared by every partner using the same number.

Getting from 250 to 2,000

Meta lists three scaling paths. You only need one:

  1. Verify your business.Complete Meta business verification in Meta Business Suite. For most South African companies this is the quickest and most predictable route. See Meta's verification help page and our guide to Meta business verification in South Africa.
  2. Have your partner verify your business.Meta offers this only through approved Select and Premier Solution Partners. Codeswop is a Meta Tech Provider, so this path isn't open through us, and we won't pretend otherwise.
  3. Send your way there.Deliver 2,000 template messages outside customer service windows to unique WhatsApp users within a 30-day moving period, using templates with a high quality rating. At 250 a day, that takes at least eight days of sending at the cap.

Completing a path doesn't raise the limit on its own. Meta then analyses your message quality and approves or denies the increase. If it's approved, Meta "immediately" raises the limit to 2,000 and tells you by email and developer alert. If it's denied, the limit stays where it is and Meta's alert tells you what to try next:

Alert typeWhat Meta suggests
INCREASED_CAPABILITIES_ELIGIBILITY_DEFERREDSend 2,000 delivered template messages to unique users outside service windows in 30 days, with high-quality templates
INCREASED_CAPABILITIES_ELIGIBILITY_FAILEDThe same sending path
INCREASED_CAPABILITIES_ELIGIBILITY_NEED_MORE_INFOVerify your identity, or the same sending path

From 2,000 to unlimited: automatic scaling

Once you're at 2,000, you don't apply for anything. Meta checks two things:

  • you are sending high-quality messages across all your business phone numbers and templates, and
  • "in the last 7 days, your business has utilized at least half of your current messaging limit."

When both are true, the limit goes up one level within 6 hours. So the climb is 2,000 to 10,000, then 10,000 to 100,000, then 100,000 to unlimited, each step earned by real use at the level below.

Worked example example

A clinic group at 2,000 sends appointment reminders to about 1,100 unique patients on its busiest day. That is more than half of 2,000, so if quality stays high, the next check should move it to 10,000. At 10,000 it would need to reach 5,000 unique patients in a 7-day look-back to move again. A business that only ever messages 600 people a day will stay at 2,000, and that's fine: it doesn't need more.

Meta doesn't spell out exactly how "half of your current messaging limit" is measured across the 7 days. We plan sends so that at least one 24-hour period reaches half the limit, and we don't push volume purely to climb tiers. Messaging people who didn't ask to hear from you is the fastest way to damage the quality rating that scaling depends on.

Quality rating: the part you control

Every tier above 250 depends on quality. Meta looks at quality in two places.

Message quality

Meta says it "determines message quality from how WhatsApp users have received your messages over the past seven days, weighted by recency," using signals "such as blocks, reports, mutes, archives, and reasons users provide when they block you." The phone number's quality rating shows in WhatsApp Manager under Account tools, then Phone numbers. Meta also notes that busy numbers can see quality change "within short intervals (even within minutes)."

Template quality

Each template has its own rating:

  • Green: high quality, little or no negative feedback.
  • Yellow: medium. Negative feedback from multiple users, or low read rates. It can still be sent but may be paused or disabled soon.
  • Red: low. It can still be sent, but it's in danger of being paused or disabled.
  • Unknown: not enough feedback yet. Every new template starts here.

Quality feeds into template pacing and pausing, so a template that keeps drawing complaints can eventually stop being sendable.

How to keep quality high

Meta's own guidelines are short and sensible: follow the WhatsApp Business Messaging Policy, only message people who opted in, make messages personal and useful, avoid open-ended welcome messages, don't send too many per day, and keep content tight. In practice that means:

  • Send utility messages people are waiting for (booking confirmations, delivery updates, invoices) before you send marketing.
  • Make opting out easy. A customer who knows they can reply "Stop" is less likely to tap "Block". Our platform opts anyone who replies "stop" or "unsubscribe" out of marketing.
  • Segment campaigns. Our platform only sends marketing messages to contacts who have consented, and you can filter by recency and tags, and by what people bought for orders placed through the platform.
  • Watch read rates on new templates and retire ones that people ignore.

Business verification

Verification does more than unlock 2,000. Meta's partner documentation says that "to be eligible for increased messaging limits, business phone number limits, and Official Business Account status, your clients must verify their business." If you plan to message more than a couple of hundred people a day, verify early.

What we can and can't do

Codeswop is a Meta Tech Provider. Meta doesn't let Tech Providers verify a client's business, so you submit verification yourself in Meta Business Suite. We help you prepare: checking that your legal name, address, website and documents line up, and walking through the submission with you on a call.

The documents Meta accepts and the reasons it rejects applications are covered in Meta business verification for SA companies.

Messaging limits are not throughput

People often mix these up. The messaging limit caps how many people you can start conversations with per 24 hours. Throughput is how fast a number can send. Meta says Cloud API supports up to 80 messages per second per number by default, and up to 1,000 per second by automatic upgrade. To qualify for 1,000, the portfolio must have an unlimited messaging limit, the number must message 100,000 or more unique users outside a service window in a moving 24 hours, and its quality must be Yellow (Medium) or better. Sending faster than your throughput returns error 130429.

Our send engine rate-limits each number and retries transient errors, so a large send queues rather than fails.

Switching providers and your limit

Under Meta's account model from 23 September 2026, you share your WhatsApp account with a new partner instead of moving the number. Meta's asset table says display names, quality ratings and messaging limits stay with the number. Templates don't: they belong to the messaging account they were created in. If they're copied with Meta's Template Migration API, Meta says "their quality ratings and messaging tier reset to baseline, requiring a ramp-up period of approximately 2–4 weeks." Plan big campaigns around that. More in switching providers without moving your number.

How to check your current limit

  • In WhatsApp Manager: Account tools, then Messaging limits.
  • Through the API: request the whatsapp_business_manager_messaging_limit field on the phone number. A new portfolio returns TIER_250. The older messaging_limit_tier field is deprecated.

How Euphony helps

You connect your own WhatsApp account to our platform through Meta's Embedded Signup, and Meta bills you directly at Meta's rates. We don't add anything to message costs. What we do is the engineering and the day-to-day running:

  • a verification checklist and a document check before you submit to Meta;
  • templates written for a specific job, such as appointment reminders, delivery updates or invoice reminders, written to keep complaints and ignored messages low, which is what a green rating reflects;
  • a sending plan that fits your current tier, including staggering campaigns so you don't hit the cap halfway through;
  • WhatsApp built into the systems that trigger those messages, from your booking system to your ERP. See integrations.

For the cost side, see WhatsApp Business API pricing in South Africa. From 1 October 2026, Meta's South African list rate is US$0.0379 per marketing template and US$0.0095 per utility or authentication template, with lower rates for utility and authentication at high monthly volumes. Service replies cost US$0.0095 after the first 1,000 free per number each month (Meta pricing).

FAQ

Messaging limit questions

What is the WhatsApp messaging limit for a new business?

Meta gives newly created business portfolios a messaging limit of 250: 250 unique WhatsApp users you can deliver messages to outside a customer service window in a moving 24-hour period.

Does the limit count replies to customers who message me first?

No. A customer's message opens a 24-hour customer service window, and replies inside it don't count. The limit applies to conversations you start with a template.

How do I get from 250 to 2,000?

Complete one of Meta's scaling paths: verify your business, have a partner verify it (only Select and Premier Solution Partners can), or deliver 2,000 template messages to unique users outside service windows within 30 days using high-quality templates. Meta then reviews your message quality and approves or denies the increase.

How do I get past 2,000?

It's automatic. If your messages are high quality across all your numbers and templates, and in the last 7 days you've used at least half your current limit, Meta raises it one level within 6 hours: to 10,000, then 100,000, then unlimited.

Can Euphony verify my business for me?

No. Codeswop is a Meta Tech Provider, and Meta limits partner-led verification to Select and Premier Solution Partners. You verify your own business in Meta Business Suite, and we help you prepare and check your documents first.

Do I lose my messaging limit if I switch provider?

No. Under Meta's account model from 23 September 2026, the number's display name, quality rating and messaging limit stay with the number. Templates don't move. Migrated templates reset to a baseline quality rating and tier, and Meta says the ramp-up takes about 2 to 4 weeks.

Is the messaging limit the same as throughput?

No. The limit is how many people you can start conversations with per 24 hours. Throughput is how many messages per second a number can send: up to 80 by default on Cloud API, and up to 1,000 by automatic upgrade for numbers that qualify.
